How do I DOWNLOAD for cablecast on PEG?

One of the main objectives of this web site is to make it possible for public, educational & government (PEG) access cable TV channels to identify, download and cablecast quality local programming to meet their franchise requirements. Here are the steps involved:

I can't use the compressed files that download from your site. Is this content available in formats that can be uncompressed? If so, what converters do we need for that? GW
